City clears up valuation roll confusion

Inspection open for fourth supplementary valuation and not a general valuation - says City.

THE City of uMhlathuze is conducting its fourth supplementary valuation (SV4) and not a general valuation (GV) as perceived by some members of the public.

This is according to City Manager: Communications, Mdu Ncalane, after the Zululand Observer reported last week that the SV4 was open for public inspection until 27 March.

As per the Municipal Property Rates Act, Ncalane said municipalities had to prepare a general valuation roll of all the properties within its jurisdiction.

‘The GV remains valid for four to five financial years from the date of implementation. It is legislated that municipalities publish a supplementary valuation roll whenever necessary to maintain the GV roll. uMhlathuze strives to publish this every quarter for the benefit of uMhlathuze residents,’ said Ncalane.

On 13 February, the SV4 was published with 332 freehold properties and 59 sectional title properties amended.

Residents have since streamed through to the City’s municipal offices wanting to object to the general valuation, but Ncalane reiterated that this was a supplementary valuation roll.

‘Residents whose properties are included on SV4, can thus lodge their objections. The letters were posted to the owners of those properties included on SV4. The public notice is calling for the inspection of SV4 and lodging of objections against the valuation of a property,’ Ncalane said.

Objection forms can be collected from Room C128C or C145 (first floor), uMhlathuze Municipality, 5 Mark Strasse, Richards Bay during office hours.

Completed objection forms must be returned by 27 March and can be posted to Private Bag X1004, Richards Bay, 3900, hand delivered at the municipal office in Richards Bay or emailed to valuations@umhlathuze.gov.za. It can also be faxed to 086 2127525.
