Employing competent people an obvious solution

AS a passionate environmentalist, I am appalled to read in last week’s Zululand Observer that the municipality is only now having talks of implementing a water conservation strategy.
According to my knowledge, professionals have warned government officials of a water crisis years ago.
Now all of a sudden municipalities are shocked that water infrastructure is old and water is pumping out into the streets in astronomical amounts and that if this continues we won’t have water left by 2025.
They believe that lack of technical skills and poor service planning has added weight to the water crisis.
Now my question is, why are the municipalities employing people who are not qualified and experienced to competently carry out these jobs?
I don’t understand how we could have come to this as there are explicit policies and procedures that need to be followed to ensure the longevity of our water and sanitation infrastructure.
I believe this problem could have been avoided if our so called local leaders did their job.
