
THE City of uMhlathuze is to contribute R9-million into a Public-Private Partnership (PP) that will see its waste water being recycled – especially good news given the current drought situation.
The matter was on the agenda at Friday’s Executive Committee meeting, where discussion detailed the PPP, which requires National Treasury registration and approval.
The commercial transaction between the municipality and a private party would see the latter assume ‘substantial financial, technical and operational risk in the design, financing, building and operation of a project’.
The city is tasked to ensure regular tests of affordability, value for money and risk transfer.
Presently waste water, mainly from the industrial and business/commercial sector is discharged into the sea through marine outfalls.
It is anticipated the Feasibility Study would take 12 months to complete, with a further six months to conclude the procurement stage of the PPP project cycle.
