I WOULD like to know where the justice is in the following:
• The municipal refuse removal people broke one of my bins, snapped the lid in half and now refuse to empty that bin, telling me to buy a new one.
• I pay huge business rates even though I operate a small bed and breakfast in an ordinary house, and yet they refuse to empty the third bin I put out.
What exactly does the law require in such a case? Is the resident always at fault? Can people just do what they like with our bins?

SO what the municipality is saying is that when they short on money they can just go break a few bins and force people to buy new ones or maybe they pay the rubbish collectors commission for every bin they sell so they break them on purpose.
These bin is the property of the counsil(there name is on it)It is there system to remove refuse and must maintian it.That is why they charge a rate for removal of refuse.But because the current local goverment is kept in power by non tax paying citizens the can do what they want and charge what they want.
