Owner of cats shot is devastated

TONIGHT I found my dead cat thrown over the fence with a bullet hole behind his head.

This is not the first cat, but the second one shot dead.

My other cat’s tail had to be amputated because she was also shot.

I know who did it..

I phoned an official of the SPCA and was told that there is nothing we can do because it was a killshot and no cruelty occurred.

Does this mean I can even shoot my neighbour’s dog when it irritates me just as long as it’s a killshot?

My heart is broken. .
