Who administers Mandlazini?

REGARDING the unrest in Mandlazini as reported in your Zululand Observer of 14 April.

I was under the impression that Mandlazini is a tribal area and, as such, is administered and controlled by tribal authorities.

Do the residents of Mandlazini now pay rates to the City of uMhlathuze?

If not, then why must uMhlathuze councillors and ratepayers bear the brunt of the lack of service delivery complaints for that area?
