Who are the police protecting, exactly?

I received a video clip this morning of a policeman sitting in a vehicle, while a woman was lying bleeding on a pavement after being stabbed

 After reading ‘under the watchful eye of heavy police presence, students burnt tree branches and other rubble on Via Richardia road in Arboretum’ – I have to say that this sounds like the police are protecting the students, and allowing them to do what they like?
I received a video clip this morning of a policeman sitting in a vehicle, while a woman was lying bleeding on a pavement after being stabbed.
A man in the video is asking the police officer why he was sitting in his vehicle and doing nothing to assist.
Why are we paying tax for a police force, when they are simply bystanders who keeping a ‘watchful eye’ rather than stopping and preventing the destruction of property, or assisting victims?
Is this the duty of the police of late? Wherever there are protests and disruptions and damage to property, it seems that the police are happy to be witnessing the events, rather than acting to stop or prevent them.
I just don’t get it any more.
