Traffic Department fines ‘councillor’ for dumping

A formal charge was lodged in terms of the uMhlathuze Municipality Solid Waste Bylaws

THE Traffic Department issued a fine of R1000 to the ‘house holder’ of 28 Duikerdraai, Wildenweide for dumping household refuse on vacant land at Elandengte.

This after an urgent request for disciplinary action brought by the Ward 2 Cllr Christo Botha, against a woman who claimed to be a councillor, following the discovery of mountains of rubbish, dumped in the greenbelt from her vehicle.

Cllr Botha appealed to the Speaker and ANC Chief Whip to take immediate action against Catherine Ngcobo, after receiving a public complaint and photos of massive rubbish dumping in the greenbelt between Arum Lily, Begonia Brim and Duikerdraai.

A formal charge was lodged in terms of the uMhlathuze Municipality Solid Waste Bylaws which prohibits littering, dumping and abandoning articles.

The owners or residents of 28 Duikerdraai are listed as Catherine Ngcobo and Vusi Ngcobo.

A resident and CPF member handed in photographic evidence of mountains of household rubble, which was transported in a vehicle registered in the name of Catherine Ngcobo.

‘The ‘debris’ was removed from 28 Duikerdraai and the occupants of the vehicle informed me that they were instructed by the owner of the premises to use the ‘veld’ to dump everything.’

They admitted to the complainant and another resident that all the rubbish was dumped by them during the course of the day and mentioned that Ngcobo was a councillor.

The CPF member requested the driver to wait for SAPS.

Mrs Ngcobo, arrived on the scene accompanied by three men and a woman and the claims of her being a councillor, was repeated by one of her companions.

She allegedly said she was unaware that dumping was prohibited, despite a large sign at the site stating that dumping is illegal.

Ngcobo refused to remove the rubbish already dumped, claiming that it did not belong to her.

She removed the vehicle from the scene and left before the SAPS could be informed.

Following an investigation the City confirmed that she was in fact not a councillor as claimed.
