WHAT should have been a formality, the Zululand District Municipality Inauguration was a stop-start affair.
The meeting started late as there were no ANC members in the chamber.
They slowly drifted into the council chamber and the Municipal Manager Johan de Klerk read out correspondence between Cogta and himself regarding the meeting.

It came to light that reports of bribes being offered by members of the ANC to opposition parties to influence the outcome of the office bearers.
After consultation with the parties, it was felt that the inauguration could not be delayed and the meeting proceeded, only to be interupted with a request by the ANC members who felt the need to caucus.
Permission was granted and the ANC returned to council after five minutes.
The meeting then proceeded without further delays.
For the Speaker, Cllr B Ngonyama was nominated by the IFP and he was unopposed.
Three IFP, two ANC and one DA councillors were the nominated and elected to the Exco.
IFP Cllr MM Kunene was elected unopposed as deputy mayor and IFP Cllr ME Buthelezi was elected as mayor.
